The question came up, “how to honestly count votes?”
We were on Revolution Radio, a little show called “Intel Warriors,” [link below] and the question came up that you could have the most secure voter system imaginable, even retina-scan ID, and there would still be the problem of dishonest vote counters.
Even if you had a machine count the vote, it could be rigged (witness Dominion voting system whose counts are being investigated). So how do you count a vote and make sure it is right?
Simple answer is to count it more than once and have different folks count. For instance, I am a voting member of a group in which we do occasionally have contested elections. It is not a large group, but the way we count votes might illustrate a larger possibility.
The votes are collected and verified that the number of votes matches the number of people. The votes are separated into two piles.
Two different groups of people count their pile. Each comes up with a number of votes for each candidate. Then they SWITCH piles.
Each pile of votes are counted again by the other counters, tallied and reported. The two tallies for each pile have to match.
Too simple a process and too difficult to cheat so no dishonest person will support it.
