They are supposedly on the way out in 7 days so really should be all about tidying up and transitioning power and info to the incoming admin. Why would they still continue to work on things that the Biden admin may have a completely different approach to. Makes no sense.
Would have made more sense to say "The Trump Administration looked to this as it is not how we wished it to be." It really doesn't sound like an Administration that is on the out to me.
