Editor’s Note: Chi Haotian is a famous (and now retired) general in the Chinese People’s Liberation Army. He served as China’s Minister of Defense for a decade as well. Two of his speeches were posted on Chinese language websites in 2005, and the newspaper Epoch Times subsequently published this speech — which was apparently given to an audience of Communist Party elites before his retirement in 2003. This speech has never been disclaimed by official sources in China. The speech has been edited here due to length. All italics are mine.

We wanted to know: If China’s global development will necessitate massive deaths in enemy countries, will our people endorse that scenario? Will they be for or against it?
