Schools may soon be able to test their staff and students for COVID-19 and get results in a matter of minutes as the first antigen rapid test gets distributed mid-September to governors in every state.
The Trump administration’s recent purchase of 150 millionAbbott Laboratories’ rapid tests will be sent to governors to “support opening of K-12 schools, daycare, and critical infrastructure,” Assistant Health Secretary Admiral Brett Giroir told reporters in a call on Sept. 3. It will be up to each governor or the local public health officials to decide how the tests will be used.
The rapid test requires only a simple nasal swab, costs less, at only $5, than the other emergency use authorization (EUA) COVID-19 tests, and gives results in 15 minutes, with one line denoting a negative result and two lines a positive, similar to a home pregnancy test.
The administration will also continue to focus on keeping high-risk groups safe during the pandemic as more areas open up. “So, we’re focusing on nursing homes, elderly, and minorities because they are the most likely to be hospitalized and die,” Giroir said. “I think it’s very clear that the vulnerable need to be shielded and they need to be our first priority.” The tests will be delivered to over 20,000 assisted living facilities, 14,000 nursing homes, and historically black colleges and universities (HBCU).
Abbott’s plans to produce 48 million rapid tests every month beginning in October. Abbott’s antigen test has its limitation. Its low sensitivity or the “ability to determine the patient cases correctly” is a concern to experts, as the test is more likely to give a false negative. Antigen tests are generally less sensitive than PCR tests as they require a higher viral load to be able to detect a fragment of the virus’s RNA.

“Antifa is a real thing. It’s not a group or an organization. It’s a movement, or an ideology may be one way of thinking of it,” Wray said in front of the panel. “And we have quite a number—and I’ve said this quite consistently since my first time appearing before this committee—we have any number of properly predicated investigations into what we would describe as violent anarchist extremists and some of those individuals self-identify with Antifa.”

“Although the majority of protesters have been peaceful, we have opened investigations on individuals involved in criminal activity at these protests, some of who adhere to violent, extremist agendas designed to sow discord and upheaval,” he said, adding that the bureau does not investigate people based on their ideology or on the basis of what they express under the constitutionally-protected right to free speech.
“But when the ideology leads someone to commit criminal acts and pursue violence, the FBI will not hesitate to take appropriate action,” he said.
Asked about Antifa as an organization, Wray said, “we look at Antifa as more of an ideology or a movement than an organization. To be clear, we do have quite a number of properly predicated domestic terrorism investigations into violent anarchist extremists, any number of whom self-identify with the Antifa movement, and that’s part of this broader group of domestic violent extremists,” adding that investigations are also ongoing into “racially-motivated violent extremists, the militia types, and others.”
“We assess that the greatest threat to the homeland, to us here domestically, is not one organization, certainly not one ideology, but rather lone actors largely self-radicalized online who pursue soft targets using readily accessible weapons,” Wray said. “Those include both domestic violent extremists of a variety of sorts, as well as homegrown violent extremists who are motivated by foreign jihadist type sources.”
He said that unlike Al-Qaeda-type sleeper cells, with respect to which investigators can more easily “connect the dots” and uncover them as they prepare and communicate, lone actors are much harder to identify before they strike.
“These people—both categories, the domestic violent extremists and the homegrown violent extremists—they don’t have a lot of people they’re working with,” Wray said, adding, “they don’t take a lot of planning and preparation, they can go from radicalization to mobilization in weeks if not days.”
“The time, as experts say, from flash to bang, is that much more daunting” with respect to lone actors, he said.
Thompson then asked about claims that Antifa has been alleged to be the biggest domestic threat on the left, to which Wray replied by saying that the FBI does not look at threats in terms of political affiliation, but their potential to do harm.
“We don’t really think of threats in terms of left and right at the FBI. We’re focused on the violence, not the ideology,” he said, adding that domestic violent extremists include “everything from racially-motivated violent extremists” to “anti-government, anti-authority extremism, and that includes people ranging from anarchist violent extremists—people who subscribe to Antifa or other ideologies, as well as militia types.”

The apparent lead role in utilizing hi tech and classified electronic means is being played by the Department of Homeland Security's Office of Intelligence and Analysis (I&A), while the U.S. Marshals Service is dispatching street-level personnel. This bypasses the FBI, whose director, Christopher Wray, is on the record in sworn testimony, dismissing any such superstructure:
"It's not a group or an organization. It's a movement or an ideology," he said, explaining that "folks who subscribe or identify" with antifa do not operate at a national level, but instead organize "regionally into small groups or nodes."

A current DHS official described a colleague with expertise in electronic surveillance who was being deployed to Portland. But for what purpose? "Extracting information from protester's phones," the DHS official said. While in Portland, an interagency task force involving DHS and the Justice Department used a sophisticated cell phone cloning attack — the details of which remain classified — to intercept protesters' phone communications, according to two former intelligence officers familiar with the matter.
Cell phone cloning involves stealing a phone's unique identifiers and copying them to another device in order to intercept the communications received by the original device. The former intelligence officials described it as part of a "Low Level Voice Intercept" operation, declining to go into further detail — one of them citing the sensitive nature of the surveillance tool and the other an ongoing leak investigation within I&A.
"You're getting an inside view into your targets, who they are, who they're talking to — the hierarchy," the former intelligence officer said, explaining that many within the DHS believe that antifa is an organized group — as opposed to the largely spontaneous, decentralized ideological tendency that most experts, including Trump's own FBI director, believe it is. DHS intelligence has even found some limited evidence, which he considered thin, of foreign sponsorship. Attorney General William Barr, however, recently claimed that antifa is receiving foreign sponsorship — a necessary criterion to formally designating it a terror organization, which President Trump vowed to do in July. (The Nation recently reported on DHS intelligence's attempts to tie antifa to Kurdish militant groups in Syria.)
"Signals intelligence collection would not be useful for preventing opportunistic looting or violent confrontations. It presumes the existence of coordinated, purposeful, and unlawful activity that is conducted through electronic means," said Steven Aftergood, who heads the Federation of American Scientists' Project on Government Secrecy. "The general concern is that DHS treated mass public protests — not just violent individuals — as suspicious and targets of investigation, or worse." (snip)
