The Trump administration began implementing a new hard-line immigration policy by sending a single asylum-seeker from Central America back to Tijuana, Mexico, to await his assigned court date later this year in San Diego.
The first asylum-seeker to be returned to Mexico was a Honduran man identified as Carlos Catarlo Gomez. He appeared confused and scared by the throng of reporters waiting for him Tuesday on the Mexican side of the San Ysidro border crossing, according to the San Diego Union-Tribune. He was whisked away by Mexican authorities.
Officially dubbed "Migrant Protection Protocols," the policy was announced by Homeland Security Secretary Kirstjen Nielsen last December. Administration officials initially called it a "Remain in Mexico" policy to deter the waves of asylum-seeking families fleeing mainly the Northern Triangle nations of Guatemala, El Salvador and Honduras.
Until now, asylum-seekers were allowed to remain in the U.S., pending their immigration court appearances.
There is a backlog of 800,000 cases piled up in U.S. immigration courts. The number of migrants detained at the border is near its lowest level in decades, even as the number of asylum-seekers has doubled since 2015.

Hammonds grazing rights secured for another 10 years:
After Oregon cattleman Dwight Hammond Jr. received a pardon from President Trump in July and returned home to Burns, he said his main priority remained the same: working to restore his ranch’s grazing permit to keep the family operation viable.
On Monday afternoon, he learned he had reached the goal: In one of Interior Secretary Ryan K. Zinke’s last actions before resigning, he ordered the renewal of a 10-year grazing permit for Hammond Ranches Inc., run by the elder Hammond and son Steven Hammond.
“I find the pardons constitute unique and important changed circumstances since the BLM made its decision,’’ Zinke wrote in a decision dated Jan. 2. The order wasn’t sent out to attorneys involved until this week, likely due to the partial government shutdown.
Zinke ordered the U.S. Bureau of Land Management to renew the grazing permit through 2024.

Kamala Harris covered up Catholic Church Sex Abuse
More than eight years ago in 2010, Kamala Harris, then-San Francisco District Attorney, was running for California Attorney General. And for some reason, her record of covering up sex abuse records belonging to the San Francisco Archdiocese was never part of the political news of her record. Today, Harris is a United States Senator, with an eye for running for President in 2020.
She was San Francisco District Attorney from 2003 until her election in 2010 to State Attorney General.
Reporter Matt Smith at San Francisco Weekly reported in 2010 that Harris rebuffed reporters’ efforts for five years to view her office’s files on Catholic clergy sex abuse under the state Public Records Act, despite statements by former San Francisco DA Terence Hallinan saying they should be released.
In response to Smith’s Public Records Request, Harris’s office said her investigative files were not subject to California’s Public Records Act, and claimed her office essentially enjoys a blanket secrecy privilege.
Smith sent Harris’ response to California Newspaper Publishers Association legal counsel Jim Ewert. “That’s flatly untrue,” Ewert said. The District Attorney’s office “can release them if they want to. But they have decided not to.”
As of 2010, the Archdiocese of San Francisco settled 101 abuse cases and paid $68 million in settlements since 2003, the New York Times reported.
An official accounting of accused priests in the Bay Area has never been made public, but an organization that collects news and data about clergy abuse lists the names of 86 publicly accused priests among dioceses in San Francisco (37), Oakland (25), Santa Rosa (14) and San Jose (10). Many of those named have settled lawsuits out of court, and most are not in prison, the New York Times reported.

About 20 tons of gold from Venezuela's central bank was ready to be hauled away Tuesday on a Russian airline's Boeing 777 that landed in Caracas a day earlier, a Venezuelan lawmaker wrote on Twitter.
The destination of the $840 million in gold bars was unknown, but a source told Bloomberg News that it represented about 20 percent of the country's holding of the metal. The gold was set aside for loading, the report said.
The news outlet, which first reported on the tweet, identified the lawmaker as Jose Guerra. The lawmaker did not provide evidence for his claim but is identified in the report as a former economist at the country's central bank with close ties to workers still there.

Virginia’s Moderate Governor Admits Abortion Bill Allows Babies To Be Killed During Birth

Virginia Democratic Del. Kathy Tran is the sponsor of The Repeal Act, which seeks to repeal restrictions on third-trimester abortions. The bill — which was tabled in committee this week — has the support of top Democrats in the state, including Gov. Ralph Northam.
The bill would remove a number of restrictions currently in place regarding late-term abortions, including doing away with the requirement that two other physicians certify a third-trimester abortion is necessary to prevent the woman’s death or impairment of her mental or physical health. The third trimester lasts until 40 weeks.
Todd Gilbert, the Republican House majority leader, questioned Tran about the bill during a hearing Monday. He asked Tran if a woman who has physical signs she is about to give birth could request an abortion if a physician said it could impair her “mental health.”
“Where it’s obvious that a woman is about to give birth. She has physical signs that she is about to give birth. Would that still be a point at which she could request an abortion if she was so-certified — she’s dilating,” he asked.
“Mr. Chairman, that would be … a decision that the doctor, the physician and the woman would make at that point,” Tran replied.
“I understand that,” Gilbert replied. “I’m asking if your bill allows that.”
Tran replied: “My bill would allow that, yes.”

UPDATE: Donald Trump’s Motorcade Not Involved in Crash ; Chinese

Donald Trump motorcade was not involved in an accident in Washington D.C. on the afternoon of January 30. A protester and a Secret Service agent are said to have been injured in an incident outside of the White House. The crash is now said to have involved in a Chinese motorcade. An earlier version of this article stated that the incident involved the president’s motorcade.
In a statement, the Secret Service said that the crash occurred at 12:55 near 17th and F Streets NW. Uniformed Secret Service agents arrested a person who had crossed a police line. That person is also accused assaulting a police officer while attempting to impede a motorcade. The area was secured by the Secret Service.

On the morning of January 30, Bloomberg reported that protesters against Chinese President Xi Jinping’s regime were involved in scuffling outside of the White House. A Chinese delegation was visiting the White House as part of trade talks between the two countries. The network reports that protesters were handing out fliers that allege that the Chinese government has forced residents to relocate. A woman was injured, not seriously, in the early scuffles. Both presidents Trump and Xi have given their officials until March 1 to hammer out a trade agreement.
